According to data collected by <a href="http://www.coupons.com/couponweb/Offers.aspx?pid=13306&amp;zid=iq37&amp;nid=10&amp;bid=alk0120080106f8ccca0715916">Coupons.com</a>, residents of Atlanta used the site's online coupons more than any other city in the country, printing an average of more than $1,000 in coupons in 2010, almost doubling the average of $531 they printed in 2009. It was the second year in a row that Atlanta ranked at the top of the site's Most Frugal U.S. Cities list. You probably haven't heard of Tune because you don't travel much in Malaysia and Indonesia, where there are 11 branches. They're called <a href="http://www.tfl.gov.uk/roadusers/cycling/14808.aspx">Barclays Cycle Hire</a>, but Londoners call the cycles "Boris Bikes," after the city's swaggering mayor, Boris Johnson, and they're increasingly popular in a city that has labored under intense traffic, crawling public transportation and skyrocketing daily costs. Most incredibly, the city is making money off the bike rentals. Here's how London's win-win system works, and what Americans can learn from this good idea:<br />

But it can be equally stressful trying to buy something they'll love and still keep the gift-buying budget under control. Not surprisingly, <em>WalletPop's </em>staff turned out to be experts in the art of buying gifts for less, and they were all too happy to share their secrets for debt-free Black Friday shopping and beyond.<br />
<br />
Many on our staff recommend that families cut down on the gift expenses by holding a "Secret Santa" or "Kris Kringle" exchange in which people draw names out of a hat and only buy a gift for that person. Others say their families have negotiated agreements in which only the kids get gifts, or only nominal gifts (say, less than $25) are exchanged. It offers a deal on a vacation for what's billed as a discount "member price." If enough people decide to book -- in its case, usually 50 -- then the price drops for everyone to become what it terms the "epic price." Think of it as a way to get a group rate, except everyone doesn't have to travel at the same time.<br />
<br />
<a href="http://www.tripalertz.com">TripAlertz's</a> deals, which appear on Tuesdays and linger for two weeks, are typically land-only, which means airfare won't be included, but available dates of travel can span several upcoming months -- you don't have to pack a bag for this weekend to score the savings. <br />
Although deals on the site are normally available for only 24 hours, the travel deals, which it calls "escapes," will be offered for a week at a time. Also unlike the normal deals, anyone can grab them without a minimum number of participants. Another perk: If customers can get three of their friends to book the same deal, theirs is free.<br />
<br />
That's all good news. Now for the warning: Not all of these deals are the cheapest you can do. On Tuesday, more than 100 experts from HP will be available on the company's forums to answer questions. But just because you see a hotel package advertised in a newspaper or a blog doesn't mean the editors of that blog have lifted a finger to figure out of it's really a deal.<br />
<br />
From your pocketbook's perspective, there are only two kinds of packages: discount and "value-added." Discount packages truly give you a break, and they end up costing you less money than if you bought all of the components individually. But "value-added" packages are sales tools, and the stuff you get is provided as a convenience so you don't have to assemble them yourself, and possibly at a mark-up.<br />
<br />
There's only one way to know if that hotel or vacation package that you're about to buy is a discount package or one designed to put expensive frosting on the same old cupcake. Flea Market at Dodger Stadium, and I brought you my first impressions of it last week. As the real world benefits of being a virtual mayor become more tangible, the competition, and tools to be on the top, are increasing. <br />

For those unfamiliar with <a href="http://foursquare.com/">Foursquare</a>, the mayor of a location is the person who has visited a venue the most in the past 60 days. So, if you were to check in with Foursquare at your local Pizza Hut more than any other Foursquare user, you would become the mayor and earn free bread sticks. The foot traffic at America's outlet malls is immense, and everyone is there to spend. Many of the country's biggest malls are tourist attractions unto themselves. Franklin Mills Outlets, outside of Philadelphia, attracts about <a href="http://www.valleyforge.org/media/fact-sheet/">18 million visitors</a> more than ten times the number <a href="http://news.travel.aol.com/2009/09/12/top-ten-most-visited-world-heritage-sites-in-the-u-s/">who visit Independence Hall</a>. And because of its strong attraction for international tourists, Florida's Sawgrass Mills, outside of Fort Lauderdale, is estimated to rope about <a href="http://www.sun-sentinel.com/topic/services-shopping/sawgrass-mills-ORSTB000088.topic">26 million shoppers a year</a>, or about two and a half times the estimated <a href="http://www.coastergrotto.com/theme-park-attendance.jsp">draw for Epcot</a> at Walt Disney World in Orlando.<br />

Most outlet stores are located far from town, and not just because that's where the rent is cheap. It also helps shoppers believe that inaccessibility means there must deals there. The truth is shoppers arrive at outlet malls assuming that everything they see will be a bargain off the prices they'd pay in town.
