School teacherThe House of Representatives on Tuesday passed a $26 billion bill that Democrats say will save the jobs of over 300,000 school teachers, municipal workers and first responders such as police officers and firefighters. The measure's passage hands President Barack Obama a key election-year victory as he seeks to convince skeptical voters that his economic recovery plan is working.

The bill passed the Democratic-controlled House by an almost entirely party-line vote of 247 to 161. Obama quickly signed the legislation into law.

"Today we will create or save 300,000 jobs and not just any jobs, but jobs that are essential to our country," House Speaker Nancy Pelosi (D-Calif.) said during a press conference after the vote.

In a highly unusual move, Pelosi recalled House lawmakers Tuesday for an emergency vote on the bill just as they were settling into the six-week summer recess. The bill allocates $16 billion to help states with Medicare payments and $10 billion to keep teachers on the job, just in time for the resumption of classes for millions of students. Senate Democrats approved the $26 billion measure last week.

Classrooms With No Teachers

Democrats say the legislation will save the jobs of 160,000 teachers across the country, as well as 150,000 first-responders, including police officers and firefighters. The measure would also provide billions in Medicare aid for cash-strapped states.

Earlier Tuesday, Obama urged lawmakers to pass the bill during a speech in the Rose Garden. "We can't stand by and do nothing while pink slips are given to the men and women who educate our children or protect our communities," Obama said. "That doesn't make sense. If we do nothing, these educators won't be returning to the classroom this fall."

Republicans decried the bill as a pre-election union handout. Before the vote, House Minority Leader John Boehner (R-Ohio) said in a statement: "The American people don't want more Washington 'stimulus' spending, especially in the form of a payoff to union bosses and liberal special interests."

Democrats say the measure is a critical step to save the jobs of hundreds of thousands of teachers, police officers and firefighters -- a move that would inject a boost of stimulus funding as the economy sputters. House Republicans opposed the measure as a handout to teachers' and municipal unions.

Good Bang for the Buck

Before the final vote, Gus Faucher, an economist at Moody's Analytics, (formerly Moody's, told DailyFinance that the measure is a good idea and if anything, it doesn't spend enough money. "We think that the economy could actually use even more stimulus," Faucher said. He added that aid to state and local governments "is a particularly effective stimulus because you get more bang for your buck," Faucher says. "We estimate that for every dollar in state and local spending you get $1.41 back in the form of economic stimulus."

The House of Representatives has now adjourned for the summer recess.

I have a small business and never got a government hand out, never got special treatment for a mortgage which I got the old fashioned way 20% down. Never got bailed out, had to sink or swim, did not cry why isn't the government helping me?! When the country ran that way it was not in trouble like now with the "Give away the store" mentality, Robin Hood take form the haves and give to the have nots even thought the have nots refuse to get off their a$$es and do anything about it, and why should they if they can mooch it from Uncle Sam?

Everyone hoping to see their state govt. start acting in fiscally responsible ways ie. balance their budgets through spending cuts will now have to wait until the entire country is bankrupt. Should be a short wait at the rate this president and congress are spending money.
Someone tell me why only the teachers are worthy of saving? Are carpenters, storekeepers, housecleaners, officeworkers not as worthy?
We already know that business is bad, right? So I guess if you're not a Public employee" all others work for private business so we're all bad and unworthy.

I say get rid of the state troopers and add more money to keep our local enforcement groups. They are paid more than they should be and they will not be missed for our safety. They are just excess spending for our states.

They said on Fox this week (the only news chammel where they actually report the news, and all of it), that after the money is given out, the unions will skim off a top portion, and use it to campaign aganst the republicans in November. Taking taxpayer money, and using it against them.

Thank you, cause there are no UNIONS on Main Street. Just hard working people -- Mom and Pop stores, small business just hanging on by a thread.

The republican priorities have become clear on Tuesday August 10. No money for teachers and public saftey officers, but $22 million to win a primary. The people and our nation are not important, but power is. Instead of self funding a primary race, maybe some of that money would have been better used to improve education and support the public safety personal of CT.

That is part of their new game as well many of them lost names recently with the upgrades by AOL and as well they lost a whole list of names today for doing what the Radical Right always does here. They Radical Right Wing are seething with anger over the reality that America knows they are not right for what we stand for or what is best for humanity!

My goodness! Read how she's calling us names, and even accused us of being "passive aggressive tripe" an hypocrites, and more. FYI, I wasn't even posting yet when Ted Kennedy died, and would have at least had the decency to offer condolences to his family instead of talking about Satan getting him like you did with Stevens. Please tell me again who on here is passive aggressive? It's you who is flipped and having the tirade! GOOD NIGHT!....betcha it's going to be a long one!

Will not work; we know your games! AOL is for all members and not just one political ideology as your group tries to make it nightly and daily here! All that really matters is Obama succeeds so America succeeds and that the GOP Fails so they will eventually disappear so America can move into the 21st Century!
